A police officer on Gravity spotted Finley walking East (#151) past Dino Land at 14:52 (#140). As Parade Bridge is closed due to structural issues (#120) and Finley won’t be able to pass the blockade on Miracle Mile (#120), we know that he entered The Pavilion.
Finley was next seen getting onto the Skyline at 14:58 (#185). He got off five minutes later at 15:03 (#132). As this journey was five minutes, we know that he got off the Skyline in Magical Woods. This is because it takes two minutes to travel between each Skyline Station and the carriage stops at each station for precisely one minute (#128).
As the short path between Adventure Land and Magical Woods is closed (#168) and Finley was seen by CCTV walking past the ATM at 15:06 (#149), we know that he is hiding somewhere at the bottom of Magical Woods. By eliminating all food outlets, seating areas (#166) and the Magical Maze (#177), we know that Finley is hiding in the Magical Roller.
SOLUTION
Congratulations, you’ve found Finley! He was hiding in MAGICAL ROLLER in MAGICAL WOODS.
